Town of Leesburg Snow Emergency Operations Update

Leesburg, VA (February 9, 2010, 12:30 p.m.) – With an additional 12 to 18 inches of snow forecast for Tuesday afternoon through Wednesday, Town of Leesburg officials are redirecting snow removal operations from neighborhood streets to the main thoroughfares throughout Town. Residents are encouraged to stay off the roads and remain patient as the Town deals with the additional snow accumulations.
 
 
“If we get the full eighteen inches forecast from this storm, Leesburg will have received nearly four feet of snow within an eight-day period of time. We have had crews working around the clock since Friday morning and every piece of snow-moving equipment the Town owns has been deployed, “John Wells, Leesburg Town Manager, said. “ We ask residents to have realistic expectations about how quickly we can respond. We are going to need resident cooperation and patience to get through this event.”
 
A complete list of Town facility closures and cancellations is posted on the Town of Leesburg website at www.leesburgva.gov and will be updated as necessary.

Snow Removal

Roadways in the single familty home sections are maintained by the Town of Leesburg.  Roadways in the townhome sections are maintained by the Association.
 
Homeowners are reminded to please shovel the sidewalks in front of your homes.  Please do not push or shovel snow from your sidewalks or parking places back into the roads.

WEATHER RELATED UPDATE

Dear HOA and Community leaders:

We are preparing for another winter storm, with the potential for approximately 10” of snow. The heaviest snow is expected Tuesday night and into Wednesday morning. Temperatures are expected slightly above freezing (for the daily high temp) over the next week, with evening lows around the 20’s or below.
 
We are fortunate that Town utility operations (water and sewer) remain in full operation and ALL town residents have electric service.
 
 
 
Roads
 
Street crews are still working 24/7. All town streets and cul-de-sacs have been plowed at least once. Primary and secondary roads have received additional chemicals and plowing. We are focusing this evening on creating two lanes plowed for all neighborhood streets. (Even with plowing, residents should expect roads to be snow covered.) Crews will also be cleaning up our main intersections. Much of today was spent on any missed streets, cul-de-sacs, and creating the two lanes on all streets.u
 
 
Several folks have complained about driveways and mailboxes being blocked. Town officials have told me they will do their best to avoid this, but given the quantity of snow we received (32 inches according to today's Washington Post). the priority is on clearing streets.
 
 
I have expressed concern that some major streets, such as Market, King and Loudoun and Sycolin Road still have snow on them, but they are deemed "passable." So, crews are focusing on digging folks out of cul de sacs and residential streets.
 
 
 
Fire and Rescue
 
 
The town also is making an expanded efforts to dig our fire hydrants in town. (We have over 2,000 hydrants.)
 
 
 
Facilities
 
Ida Lee Rec Center will open tomorrow. Balch Library expects to open as will the rest of Town Government offices if the County Government opens.
 
Our regular Town Council meeting will start at 5 PM Tuesday. We will first hold our work session, which was scrubbed tonight, and then the regular business meeting with time for the public to speak.
oudoun County Public Schools have cancelled classes the rest of the week. With Monday being a holiday, the earliest classes will resume is Tuesday, February 16.
 
Please remember to clean snow from your outside heat pumps and HVAC units and dryer vents.

New Association Banking Arrangement Announcement

PMP is excited to announce effective January 1, 2010 we will be transferring Exeter Homeowners Association banking relationship to Community Association Banc (CAB), a division of Mutual Omaha Bank. Please visit their website at cabanc.com for more information about the new relationship between PMP and Community Association Banc.
 
Questions and Answers for homeowners:
 
1. When will I begin to make my HOA payment to Community Association Banc? Effective January 1, 2010, or upon receipt of the 2010 payment coupons, all payments must be made to our new banking institution, CAB. The association’s operating account has already been established and CAB is capable of processing your payment.
 
2. What are my payment options?
• Coupon payment- Coupon booklets will be mailed in mid-December with the new banking information. No further action is required from homeowners using this option. PLEASE REMIT ALL 2010 PAYMENTS TO CAB AT THE ADDRESS SHOWN ON THE COUPON.
• Recurring ACH/direct debit through PMP- If you currently use this option, PMP will be transferring your current information to the new bank. No further action is required from homeowners using this option. Please note with the use of this option you will not receive a coupon booklet.
• One time E-check- Log on to cabanc.com and click on the Homeowners tab, then click on “Homeowner Pay Assessment by E-check”. Please have your coupon ready.
• One time credit card - Log on to cabanc.com and click on the Homeowners tab, then click on “Homeowner Pay Assessment” by Credit Card. Please have your coupon ready. Credit cards accepted are MasterCard, American Express and Discover.
 
3. What is the last day my HOA payment can be applied through SmartStreet? December 23, 2009.
 
4. What will happen if I pay my HOA dues to the wrong banking institution after December 23, 2009? Payments made to SmartStreet (the associations current Bank) after December 23, 2009 will be forwarded to PMP for proper processing. Payments received by SmartStreet after February 28, 2010 will be returned to the Homeowner.
 
5. Electronic Bill Payer: What should I do to inform my bank of the change? If you are currently making your payment using an on-line banking system via your bank, you will need to change the payment address to:

6. Will my account number change? Yes. PMP will be issuing a personalized letter to each unit owner with their new account number and log-in pass code in late December 2009. For 2010, CAB will be able to read either the new account code or the one printed on the payment coupon. Please include either number on all payments.
